On the local time of 28^th March, ten economic cooperation agreements were signed between China and Germany witnessed by Chinese President Xi Jinping and German Chancellor Angela Merkel.

    It is known that one of the ten cooperation agreements was signed with Jieyang in Guangdong.

    The cooperation agreement of Sino-German Resources Regeneration Base project invested with RMB 3 billion is signed among Jieyang municipal government, ALBA Group and Guangdong Rising Assets Management Co., Ltd.. And it is the only one environmental protection project within the ten economic cooperation projects.

    Urban Mines and Green Coal

    The project that is to settle in Sino-German Metal Eco-City is devoted to building into the regeneration resource center of eastern Guangdong, as well as the demonstration project adopting the third generation treatment technology to deal with household waste in China. Urban Mines and Green Coal are the two main features of the project.

    Urban Mines refers to constructing an ecological treatment center for discarded automobiles, waste electronic products and steel scrap. And the world-class regenerating technology is taken to retrieve and classify the discarded automobiles and obsolete equipment for resource recycling.

    Green Coal means introducing the third-generation technology for treating household refuse to collect and treat the unban rubbish in Jieyang. ALBA Group is to eliminate the hazardous substance and take good use of the useful resources of rubbish with the help of the unique separation technology. After getting rid of the water, organic material and other remaining components will be made into high-quality fuel which is adopted in the power plant and cement plant. As the fuel is not only similar to lignite in terms of the high calorific value but also has the environment protection characteristic, the fuel is called as the Green Coal. It is known that almost half of the household waste in Berlin has been treated by the mentioned technology since 2005.

    One Small Step in the Long March

    According to Jieyang Mayor Chen Dong, ALBA Group is to take part in the national action against pollution in China with the new generation of environmental protection technology. And it is expected to take a new road of environmental management all over the country, taking the abandoned product as the new materials and the urban rubbish as the green resources.

    Chen says that the cooperation with ALBA Group is a small step in the long marchof Sino-German cooperation. Currently, Jieyang is discussing with DIHK about co-establishing Sino-German environmental industrial park within Sino-German Metal Eco-City, based on the Sino-German Resources Regeneration Base project. This proposal has already been accepted by president of DIHK Mr. Eric Schweitzer. Jieyang is to cooperate with Adlershof, the largest industrial park in Germany, to bring in WISTA Management company for the management of Sino-German Metal Eco-City in an innovative way.

    On behalf of one of the parties to the agreement, CEO of Guangdong Rising Assets Management Co., Ltd. Zhu Wei says that it is the golden partnership among the state-owned assets, private capital and foreign investment. The world-class environmental protection company has the advanced technology; the state-owned enterprise has advantages in capitals and foundation, while ZhongDe Metal Group is flexible with its mechanism. Sino-German Resources Regeneration Base is such a combination of mutual promotion and common development.
