Recently,the economic and trade deputation visited the German University of Applied Sciences Darmstadt,Germany Senior expert organizations and reached an agreement in cooperation with them.Metallurgy Council of Jieyang signed a cooperation memorandum with the German University of Applied Sciences Darmstadt for working together to build China-German Dual University of Applied Sciences in eco-city of metallurgy,create high-end human resources platform and expliore a whole new path of integration of production and education.

    Dual system of vocational education is the secret weapon of the German economic boom,which consists of enterprise and vocational school.It combines the traditional “apprentice”training and modern vocational education together,which creates a mode of cooperation of enterprise and school.This mode of education aims at cultivating the high-quality workers and consists of recruitment and admission.The educators,indentified by apprentices and students in the meantime after signing the contract with enterprices,will spend two-thirds of time on pratical skill training in workshop and one-third on theoretical study in vocational school.They can obtain the certificate and work after graduation.They also can further their study.In German,over 70% 18-year-old teenagers have accepted the Dual education and 80% labors own the professional certificate.It is this huge team with good education and highly professional abilities that makes German laid its position of one of the most powerful industrial countries in the world with the “German quality” and “German brand” world renowned.

    Darmstadt University of Applied Sciences,one of the biggiet applied science universities in German,located in Darmstadt,Hessen with more than 10,000 students,over 300 professors and over 40 profession,is one of the universities with highest achievement of dual vocational education in German and its students are well-received by the German companies.Ralfstengler,the principle of university,treated the deputation warmly and communicated with the delegation about building the Zhongde University of dual applied technology.They signed the cooperation memorandum and reached an agreement on founding working group to start the relative work preparation work about details such as teachers, textbooks and educational system. After his visit to the instructional wokshop as well as detailed understanding for the teaching methods of the school, Mr.Chen, the director of Education Bureau told the writer with deep feeling:“the time of the trip was limited but we have learned a lot. The best characteristic of dual-system vocational education is the matured combination between manufacturing procedure and education and the problem that a student plays two roles simultaneously in the enterprise and school is solved effectively. Students under dual-system vocational education hold a good serviceability with a very high employment rate. Now, the Zhongde Dual-system Applied Science and Technology university founded by China and Germany together will adopt the Germanic educational model and provide excellent human resource constantly for the Jieyang city during its process of transition. And we will also make Jieyang to be ‘Silicon Valley’ of China by virtue of this new university.”

    After then our delegation called on the Senior expert group in Germany. The organization founded in 1983 is mainly responsible for the dispatch of retired professionals in international cooperation in voluntary works helping the demanders to foster technicians and managers and solve practical issues in the economic and technologic fields. Through the communications on the meeting, the organization spoke highly of the planning and achievement of the construction of Zhongde Metal Echo-city and the high-level platform of human resource. They also agreed to cooperate with Jieyang to introduce retired professionals for enterprises in Jieyang, which will provide those companies with help and guidance on the management, importing and improvement of technology. “The Germanic engineers are embodiment of high-tech and art. These retired engineers had been doing their own work in professional fields for several decades in which they were chasing for better skills. With intense sense of social responsibility, they are willing to contribute to international cooperation and improvement of technology after their retirement. The spring for Jieyang to develop its metal industries will come soon and the big progress will come true.
