    Impression of Germany: the process of transition
　　

    Germany is a giant in the manufacturing industry around the world and its products enjoy great prestige in the earth because of their advanced technology and excellent quality as well as perfect craft. During his visit to Germany, the Premier Li keqiang proposed further on to promote the developing Chinese manufacturing industry to be coherent with the matured and reliable Germanic manufacturing industry. As a fact, the process of transition of the industry in jieyang, which is “learning from Germany”, has begun at a low profile at the end of last year.

A list of questions still confuses all the people who are keeping a watchful eye on the development of the industry of jieyang. With these questions, the economic delegation of jieyang went to Germany to search the answers in the November of last year. During a mere four days, our delegation successively called on the Fraunhofer-Gesellschaft, the metal council of Hessen state, the Chambers of Commerce and Industry of Stuttgart area, Mercedes-Benz and the marketplace of metalware of Germany, etc. Every visit and forum made the members of delegation very excited not only widened their horizon but also help them to meet new friends and make their ideas clear.

 

    A nail clipper produced in Jieyang worth only 2 RMB, however, that produced in German can be sold at 25 pounds. This little story has become a famous example among the industrial circle of Jieyang and removing the 100-time difference in price also becomes a motivation of learning from German.

    What the delegation saw and heard will be put in the construction of ZhongDe Metal Eco-City, which will start on December 26, immediately after returning China. Also, it will be a platform of the cooperation with German.
　　

    On Febrary 24, 2013, the Lantern Festival of China, Rudolf. Scharping, who is the former chairman of the German Social Democratic Party and former defense minister, came to Jieyang for the first time driven by the International Liaison Department. Governor of Guangdong Province Zhu Xiaodan arrived Jieyang to receive him. The two sides signed a contract about building the Zhongde metal Eco-City. During the next five months, Scharping visited Jieyang four times to promote the construction of Zhongde metal Eco-City. With his help, the Hessian SPD chairman ? and Saxony SPD chairman ？ reached cooperation agreements with MEUJ; BDI signed Memorandum of Understanding on Cooperation in Vocational Education between China and German; Technische Universitaet Darmstadt, one of the most famous universities of German, agree to co-found a university of applied sciences; Franz Hof Company made it clear that it will be stationed in the Eco-City; There are also a large number of German companies and organizations on designing, researching, and educational show a lot of interests to the setting up of Zhongde Metal Eco-City, among which, 13 companies have been in touch with companies of Jieyang, planning to station recently.

　　

    Meanwhile, Philipp Missfelder, the presidium member of Christian Democratic Union，the ruling party, also led the German Family Business Foundation to Jieyang to co-start the construction of Zhongde Metal Innovation Base in the Zhongde Metal Eco-City. Furthermore, German Ambassador Michael Schaefer expressed his support to regard Zhonede Metal Eco-City as an important carrier and a leading project of a new round of bilateral cooperation.

    "This time, we come to Germany and is completely different from six months ago." Metal Enterprise Management Association Wu Kedong told reporters, "Last year we came to Germany to look for ideas, find the object, find the path, and now, after eight months of homework, we have more emboldened.

   

    First, we have platform and basement. German metal eco-city has started construction, which can be put into use by the end of the first phase; Second, we have ideas and goals. Relying on the German metal eco-city, we set industry associations as the main body, explore the whole industrial chain, production integration of the city and the green circle new road to industrialization. We aim at the German technology, personnel and management;

 

    Thirdly, we have a bridge and partners. The two major political parties in Germany competes to cooperate with us: the German Federation of Trade Unions and the family business Foundation has signed a cooperation agreement with us; Fourth, there is support and policies. We are running in the direction of a new round of China-Germany large cooperation, which is encouraged by the country. Particularly, the policies set by the province government to support the German metal eco-city made German confident in the cooperation. Our main goal of this trip is to visit, to expand cooperation, to turn the confidence of the German into sheets of agreement and project, so that the German element will take their roots in Jieyang.

 

    German Family Business Foundation is the first leg of the delegation to visit. In Germany, 95% of businesses are family businesses, 75% of the jobs created by the family business, 80% of patents rests in the hands of the family business, and thousands of businesses have more than 100 years of history.

 

    German Family Business Foundation, founded in 2002, is the spokesman for the German family business interests and important lobbying group. After negotiating with Jieyang delegation, German Family Business Foundation Executive Chairman Schneider and the head of German Metal Enterprise Confederation Huddler said they would set offices in the eco-city, responsible for docking the needs of German companies and Jieyang enterprises cooperation and promoting German companies investment and factories construction in Jieyang.

 

    Berlin Sudlersville Industrial Park is an important station for the delegation. The park was founded in 1991, covering an area of 4.2 square kilometers. There are 883 companies and17 research institutions including 6 Natural Science Research Institutions of Humboldt University. It is the world's largest 15 industrial parks and one of Europe's most modern technology parks.

 

    After detailed study of the park, careful listen to the park management agencies on campus functional design, the management system's introduction, Jieyang City Metal Business Association invites Aldershot metal eco-industrial park conclude with eco-city, and invite Park dispatching professionals involved in German metal eco-city management.     Why Jieyang ?

    He believes that cooperation with Germany has many fit points: First, after the financial crisis, the German companies, especially family enterprises hace very strong desire for "going out" and their foothold will be mainly in China because China's future of urban development is a  very big opportunity for Germany; Second, Jieyang have a solid foundation of real economy and manufacturing industry, which is easy for Germany to cooperate;

 

    Third, metal Eco-city is not a government office park, but association office park. It respects the market, it is flexible, it pays attention to environmental protection, it has open design concept ,and it not only welcome the German technology, but also welcome the German management——all of these are accord to German recognition ; Fourth, the entire metal Eco-city covered 2466 ha, providing large platform and space wide. While Jieyang entrepreneurial enthusiasm and perseverance also moves German investors.
